Tulip Smocked Insert April/Harper Bubble

Requirements/What to Cut
Follow fabric requirements for Harper sizes 6mo - 24mo. Add length to top of Harper front and back bubble according to chart below. This will achieve the correct "shoulder to crotch" measurement. Cut placket strip longer by twice measurement in chart below.
Instructions
1. Cut the ruffles, fold in half and trim 1/4" from raw edge to achieve a slightly more narrow look.
2. Sash is optional.
4. To complete the bubble, follow the Harper bubble instructions 15-29.
